Domelevo Urges Mahama Administration to Prioritize Accountability and Good Governance

Former Auditor-General of Ghana, Daniel Yao Domelevo, has called on the incoming administration of President-elect John Dramani Mahama not to take its overwhelming electoral victory for granted. Speaking to the media in the wake of the National Democratic Congress’ (NDC) decisive win in the 2024 general elections, Mr. Domelevo emphasized the critical responsibility entrusted to the administration by the people of Ghana.

He pointed out that the significant majority of Members of Parliament (MPs) elected under the NDC banner in the December 7 polls is a clear mandate for the party to deliver tangible improvements to the country. This, he said, should inspire a legacy of unprecedented good governance that Ghanaians will look back on with pride.

“It will be expected that [President Mahama] leaves a legacy that we can say we have lived through four years of unprecedented, good governance,” Domelevo stated. He added that having a majority in parliament should not translate into the unchecked approval of policies that might be detrimental to the people. Instead, it should be an opportunity to pass meaningful and transformative legislation that benefits all Ghanaians.

Domelevo expressed his support for any constitutional amendments or legal reforms aimed at enhancing governance in the country. He emphasized the importance of implementing changes that would improve transparency, accountability, and the overall functioning of the democratic process. “Any changes or amendments to the constitutions and the laws of Ghana that will help us to ensure better governance—I think I am all for it,” he remarked.

One key recommendation from Domelevo was the complete separation of the office of the Attorney General (AG) from that of the Minister of Justice. He argued that the current structure undermines accountability, as it places the Attorney General, who is also a cabinet minister, in a position where they are unlikely to hold their colleagues accountable.

“In fact, there is no way that you can sit in cabinet, be part of a policy decision or any decision, and when a decision is implemented with even advice from you, you come back and hold your colleague, member of parliament or cabinet accountable,” he explained. This separation, he suggested, would ensure that the office of the Attorney General operates independently, free from political interference, and with a focus on upholding the rule of law.

The former Auditor-General also highlighted the urgent need for President-elect Mahama to act swiftly and decisively after his swearing-in. Domelevo urged the incoming administration to begin working immediately, noting that there is no time for a “honeymoon period.” He stressed that Mahama’s prior experience as president should give him and his team the advantage of hitting the ground running.

“He and his team should know that there is no honeymoon for them. He and his team should hit the ground running. Fortunately, he is not a novice at this; he has been there before and knows what to do,” Domelevo said.

He underscored the need for the administration to prioritize the recovery of looted funds, a promise made by Mahama during his campaign. Domelevo emphasized that swift action is required to ensure that these stolen resources are not siphoned out of the country.

“I think from day one after swearing-in, he and his team should start to work for what needs to be done immediately, especially the looted funds he promised us that he is going to recover. I think he must take immediate action to ensure that these monies are not taken out of the country,” Domelevo added.

The call for the recovery of looted funds resonates with many Ghanaians who have expressed concerns about corruption and the misuse of public resources. Domelevo’s remarks highlight the importance of holding those responsible for financial malfeasance accountable, ensuring that such actions do not go unpunished.

As Ghanaians anticipate the start of a new chapter under President Mahama’s leadership, Domelevo’s comments serve as both a reminder and a challenge. The overwhelming mandate given to the NDC is not merely a vote of confidence but also a call to action.
