Ghana Approves Visa Waiver Deals with Three Countries

Ghana’s Cabinet has approved three visa waiver agreements, paving the way for Parliament to ratify them and allow visa-free travel between Ghana and the partner countries. The move forms part of broader efforts to strengthen diplomatic ties, enhance mobility, and improve Ghana’s global engagement.

The agreements cover the Maldives, Zambia, and Antigua and Barbuda, each representing strategic partnerships across different regions. The Maldives, an Indian Ocean archipelago, is widely known as the world’s lowest-lying country with an average elevation of 1.5 metres and a reputation as a premier luxury tourism destination. Zambia, located in Southern Africa, shares a long-standing bilateral relationship with Ghana, while Antigua and Barbuda, a twin-island state in the Eastern Caribbean, is renowned for its 365 beaches and vibrant maritime tourism industry.

Minister of Foreign Affairs Samuel Okudzeto Ablakwa announced the Cabinet’s decision in Accra on Wednesday, noting that the agreements had been signed during separate diplomatic engagements. He explained that the arrangements would only come into effect after receiving parliamentary approval, in line with Ghana’s constitutional processes.

Under the agreements, holders of ordinary, service, and diplomatic passports from the participating countries will be allowed to travel visa-free for stays of up to 30 days. The initiative is expected to facilitate easier movement for business, tourism, and diplomatic engagements, while strengthening cooperation between Ghana and its international partners.

According to the minister, the government remains committed to expanding Ghana’s network of visa waiver agreements as part of a broader strategy to enhance the value and global standing of the Ghanaian passport.

“We shall keep negotiating more Visa Waiver Agreements as we add greater value to the Ghanaian Passport, and at the same time enhance security protocols around acquiring Ghanaian passports,” he stated.

Mr Ablakwa also disclosed that significant improvements have been made to Ghana’s passport issuance system, including the introduction of advanced security features. The new process, which complies with International Civil Aviation Organisation (ICAO) standards, incorporates chip-embedded technology designed to enhance identity verification and prevent fraudulent acquisition.

“We are using the latest technology and AI, and it is now very difficult, if not impossible, for any foreigner, any impersonator to obtain a Ghanaian passport,” he said.

He emphasized that the government is focused on ensuring that only eligible Ghanaian citizens are issued passports, thereby safeguarding the integrity of the document and preventing misuse.

“We are making sure that only Ghanaians qualify to receive Ghanaian passports. The value of our passports has gone up, and it is important that we protect the passports so that criminals and other persons who have no business obtaining our passports are kept out,” he added.

As part of ongoing reforms, the minister confirmed that Ghana would roll out an electronic visa (e-visa) regime in the coming month. The system is expected to streamline visa application processes while strengthening border security through enhanced data integration and screening capabilities.

The e-visa platform will be integrated with Ghana’s Advance Passenger Information and Passenger Name Record (API NPR) system, as well as international crime databases. This integration will enable consular officials to conduct more thorough background checks before granting entry into the country.

“What is impressive about our e-visa system is that it is linked to the Interpol database and the API NPR, so we are able to vet and screen properly to make sure that unwanted elements are not allowed to enter our country. We are using the latest technology, AI-enhanced features for our e-visa regime,” Mr Ablakwa explained.

The minister also addressed public concerns regarding the government’s recently announced “free visa policy” for African citizens. He clarified that the policy does not imply unrestricted or automatic entry into Ghana.

According to him, the initiative is designed to remove the cost barrier associated with visa applications for African nationals, while maintaining strict screening procedures to ensure national security.

“Free visa simply means if you are an African, you don’t pay the cost for a visa, whereas our friends from other parts of the world will be paying about $250 when we roll out the e-visa regime,” he said.

“But it doesn’t mean that you will not go through the visa application process,” he added, stressing that all applicants would still be required to undergo consular interviews and document verification.

The policy is expected to take effect from May 25, 2026, coinciding with Africa Day, a symbolic date that underscores the importance of unity and integration across the continent.

Government officials believe the initiative will significantly ease movement within Africa, promote regional trade, and strengthen people-to-people connections. It is also expected to align with broader continental efforts under frameworks such as the African Continental Free Trade Area (AfCFTA), which seeks to enhance economic integration and mobility across member states.

The approval of the visa waiver agreements, combined with ongoing passport reforms and the introduction of the e-visa system, reflects Ghana’s commitment to balancing openness with security. Authorities maintain that while the country is working to make travel more accessible, it remains equally focused on protecting its borders and maintaining the integrity of its immigration processes.

As Parliament prepares to consider the agreements, stakeholders will be watching closely to see how quickly the measures are implemented and the impact they will have on travel, trade, and diplomatic relations.

With these developments, Ghana continues to position itself as a key player in global and regional mobility, leveraging policy reforms to enhance connectivity while safeguarding national interests.
