US–South Africa Tensions Escalate Over White Farmers Refugee Row as Ramaphosa Heads to Washington

Diplomatic relations between South Africa and the United States have entered a turbulent phase as Pretoria prepares for high-stakes talks with Washington, following growing friction over a controversial US resettlement policy targeting white South African farmers.

The rift deepened significantly after US President Donald Trump approved a refugee resettlement plan aimed at white farmers in South Africa, whom he claims are victims of “racial persecution.” This move has infuriated the South African government, which strongly denies the allegations and insists there is no state-sanctioned bias against white citizens.

In what appears to be a gesture aimed at mending diplomatic ties, the South African presidency announced on Wednesday evening that President Cyril Ramaphosa will travel to Washington next week to meet with President Trump. While the official statement refrained from listing specific topics of discussion, sources close to the matter confirm that the refugee program for white farmers and broader bilateral issues will dominate the agenda.

A Diplomatic Storm Brewing

Tensions began escalating shortly after Donald Trump returned to the White House, with his administration reviving claims of systemic racism against white South Africans—specifically Afrikaner farmers. These assertions were bolstered earlier this week when the US formally welcomed 59 white South African nationals as refugees under a new humanitarian relocation initiative.

President Trump, speaking at a press briefing on Monday, described the situation in South Africa as a “hidden genocide.”

“We cannot stand idly by while a genocide takes place against innocent white farmers,” Trump declared. “The international media has failed to cover it, but the United States will not ignore racial persecution anywhere in the world.”

The statement provoked an immediate response from Pretoria.

South Africa Rejects “Genocide” Claims

South African officials, including representatives from the Department of International Relations and Cooperation (DIRCO), have firmly rejected the US President’s assertions.

“There is absolutely no evidence to support claims of a genocide against white farmers in South Africa,” a DIRCO spokesperson said. “Violent crime affects all communities in our country, and to single out one group is both inaccurate and irresponsible.”

Experts also point out that the narrative pushed by the Trump administration has been previously debunked by local and international investigations. Most notably, a South African court ruling in February found no basis for claims of targeted racial violence against white farmers.

Moreover, independent crime statistics from the South African Police Service (SAPS) reveal that attacks on farms—while deeply concerning—are not racially skewed. In fact, farm murders represent a small fraction of the country’s broader crime landscape, which remains one of the most violent in the world.

Land Reform Laws Under Scrutiny

Much of the controversy centers on South Africa’s evolving land reform policies, which the Trump administration has openly criticized.

The US State Department has repeatedly cited South Africa’s land expropriation without compensation law and affirmative action policies as examples of “anti-white” legislation. These claims have become a focal point for right-wing groups both in the US and South Africa.

The contentious land reform policy, which allows for the seizure of unused land for public redistribution without monetary compensation, has been a cornerstone of the African National Congress (ANC)’s agenda to correct historical imbalances dating back to the apartheid era.

South African officials argue that the measure is constitutional and vital for addressing deep-rooted land inequality.

“This is not land confiscation,” said Minister of Public Works and Infrastructure, Sihle Zikalala. “It is a carefully regulated policy meant to redress centuries of injustice. The narrative that white landowners are being unfairly targeted is misleading and dangerous.”

Ambassador Expulsion Adds Fuel to Fire

In a rare diplomatic escalation, the US expelled South Africa’s ambassador to Washington, Ebrahim Rasool, in March following public remarks he made criticizing the Trump administration’s racial framing of the farmer issue. The expulsion further soured relations, with Pretoria accusing Washington of intolerance and “gross diplomatic overreach.”

“We are disappointed by the treatment of Ambassador Rasool, who spoke the truth about a distorted narrative that seeks to divide our people,” said a statement from the Office of the South African Presidency.

The diplomatic standoff has also triggered concern from civil society organizations and foreign policy analysts, who warn that the issue could further polarize relations between the two nations.

Can Ramaphosa Repair the Rift?

As President Ramaphosa prepares for his visit to Washington, political analysts say the outcome of his meeting with Trump could shape the future of South Africa–US relations for years to come.

“President Ramaphosa will have to walk a tightrope,” said Professor Sipho Dlamini, a foreign affairs analyst at the University of Johannesburg. “He must defend the country’s sovereignty and policies, while avoiding further escalation with one of South Africa’s largest trade partners.”

There is hope that direct dialogue may de-escalate tensions, particularly as both nations have significant shared interests in trade, counter-terrorism, and regional stability.

“Diplomacy is about building bridges, not burning them,” Dlamini added. “This meeting is an opportunity to reset the tone and re-focus on constructive engagement.”

For now, all eyes will be on Washington next week as Ramaphosa attempts to diffuse one of the most unexpected diplomatic crises of his presidency.
