AGI Calls for Targeted Policies to Boost Local Manufacturing

The Association of Ghana Industries (AGI) has called on the government to implement targeted policies aimed at revitalizing the local manufacturing sector as part of its broader economic reset efforts. The association stressed that a well-structured industrial policy is crucial to ensuring sustained economic transformation and job creation.

As the government prepares to roll out its flagship 24-Hour Economy initiative, AGI has emphasized the importance of incorporating strategic support for the manufacturing sector. The association believes that a thriving manufacturing base will serve as a cornerstone for long-term economic stability and growth.

During a high-level engagement at the Association’s 2025 National Council Retreat, AGI President Dr. Humphrey Ayim-Darke reiterated the need for bold policy reforms to drive industrial expansion. The retreat brought together key stakeholders, including Presidential Advisor on the Economy Seth Terkper, Presidential Advisor on the 24-Hour Economy Goosie Tanoh, and Ghana Revenue Authority Commissioner-General, to deliberate on measures that would enhance the competitiveness of local industries.

Addressing the gathering, Dr. Ayim-Darke outlined AGI’s key areas of focus, including the poultry value chain, metal fabrication, pharmaceuticals, vegetable oils, and the cosmetics industry. He underscored that a strategic emphasis on these sectors would significantly contribute to resetting the economy in collaboration with the government.

“Our areas of focus were the poultry value chain, the metal fabrication and metal works, pharmaceuticals, including the vegetable oils and cosmetics industries. To the best of our abilities, we believe that once the government focuses on these and we develop the value chain, the Association of Ghana Industries will be very useful in resetting the economy with the government, as well as resetting manufacturing industries,” he stated.

Dr. Ayim-Darke further highlighted some pressing challenges affecting industrial operations, such as foreign exchange volatility, tax policies, and other regulatory constraints. He emphasized the need for collaborative efforts to address these hurdles, ensuring a more favorable business environment for local manufacturers.

“In the context of our discussions, issues that were limiting against our operations, such as forex fluctuations, taxes, and other policy-related reforms, were tabled by the membership of the association,” he added.

The Chief Executive Officer of AGI, Seth Twum-Akwaboah, also weighed in on the discussions, emphasizing that while the new administration has provided assurances regarding tax administration reforms, it is crucial that these commitments are fully implemented.

“One key issue that stood out was the tax arbitration system. When there are tax-related disputes, businesses should not necessarily have to resort to the courts. Instead, they should be able to engage with the tax arbitration system, which is composed of representatives from both the private sector and relevant institutions. This approach would offer a more efficient resolution mechanism,” Twum-Akwaboah stated.

The retreat served as a platform for stakeholders to align their strategies with the government’s economic agenda while presenting actionable recommendations for the upcoming National Economic Dialogue and the formulation of the 2025 Budget. Industry leaders expressed optimism that a collaborative approach between the government and the private sector would help create a resilient economic framework that fosters sustainable growth.

As discussions continued, AGI members reiterated their commitment to driving industrial expansion by leveraging innovative approaches, strengthening value chains, and fostering partnerships. They also called on policymakers to ensure consistency in industrial regulations to create a predictable and stable economic environment.

The AGI National Council Retreat, held under the theme “Resuscitating Industries to Spur Growth: Fiscal Balance and Job Creation,” gathered insights from over twenty industry sectors. Participants explored comprehensive strategies to improve fiscal policies, enhance local production, and stimulate job creation in Ghana’s industrial sector.

The AGI leadership remains confident that with the right policy interventions, Ghana’s manufacturing sector can emerge as a significant driver of economic transformation. The association continues to advocate for structured support mechanisms that will position local industries for success in both domestic and international markets.

Industry experts argue that while policy discussions are essential, the real impact will be seen through effective implementation and sustained government commitment. As the 24-Hour Economy initiative gains momentum, AGI believes that targeted incentives, improved infrastructure, and streamlined regulatory processes will be instrumental in achieving the desired economic reset.
