Zoomlion Responds To Auditor General’s Findings On Cleaning Services Regarding The 13th All African Games

Accra – May 27, 2026 – Management of Zoomlion Ghana Limited has responded to media reports on the Auditor General’s findings alleging duplication of labour charges, undefined “services” cost heads, and lack of itemised bills of quantities in invoices submitted for cleaning and vector control services during the 13th African Games.

According to the company, the allegations are untrue and do not reflect the operational realities surrounding the services rendered during the Games.

In a statement issued by the Corporate Communications Directorate of Zoomlion Ghana Limited, the company explained that the Auditor General’s findings wrongly interpreted separate operational services as duplication of charges.

Zoomlion clarified that vector control services, which involved fogging and mosquito control, were entirely different from janitorial services such as daily cleaning, waste evacuation, toilet maintenance, and disinfection works. The company stated that both services operated under separate contracts, with different teams, equipment, and schedules.

The company further explained that vector control targeted four major pest categories including mosquitoes, reptiles, rodents, and cockroaches using specialised equipment, while janitorial services focused on waste collection, mopping, cleaning of stands and washrooms, and general sanitation.

According to Zoomlion, the appearance of “labour” costs in both invoices should not be considered duplication since human resources were required for the execution of two distinct operations.

Management also dismissed claims that “services” charges were undefined, stressing that every invoice submitted was supported by contracts and service level agreements clearly detailing the scope of work, task frequencies, coverage areas, and expected quality standards.

The company noted that the scope of services covered more than 30 operational activities, including daily emptying of colour-coded waste bins, mechanical sweeping, vacuum cleaning, removal of cobwebs and stains, provision of soaps and toilet rolls, supply of mobile toilets, medical waste treatment, water supply, and cesspit emptying.

Zoomlion further disclosed that it deployed a full fleet of equipment across four competition venues namely the Accra Sports Stadium, Borteyman Sports Complex, Achimota Cricket Oval, and Bukom Trust Emporium.

The equipment deployed included compaction trucks, medical waste trucks, thermal foggers, knapsack sprayers, floor scrubbing machines, buffer machines, vacuum cleaners, mobile toilets, colour-coded bins, personal protective equipment, detergents, and spraying chemicals.

The company maintained that all line-item breakdowns and supporting documents were available and had already been submitted to the relevant state institutions responsible for the African Games, including the Ministry of Sports.

According to Zoomlion, the Auditor General had every opportunity to review the invoices, contracts, service schedules, daily supervision logs, and equipment deployment records before making the findings public.

Management also highlighted that services were provided continuously from March 1 to April 1, 2024, representing 31 days of uninterrupted operations, including a full week before the commencement of the Games.

The company stated that over 350 personnel were trained at the Army Peace Operations Training School between February 4 and February 24, 2024, in areas such as waste management, vector control, health and safety, and conflict resolution.

Zoomlion added that waste segregation measures implemented during the Games helped reduce the event’s carbon footprint and ensured there were no disease outbreaks or sanitation failures throughout the competition period.

The company concluded by unequivocally denying all allegations levelled against it, describing itself as a responsible corporate entity committed to the highest standards of integrity, professionalism, and accountability in all its operations.
