President Mahama Appoints Dr Richmond Afotey Nii Okle as Head of Investment and Tourism at Ghana Embassy in China

President John Dramani Mahama has appointed Dr Richmond Afotey Nii Okle, a distinguished academic and financial expert, as the Head of Investment and Tourism at Ghana’s Embassy in Beijing, China. The appointment underscores President Mahama’s renewed commitment to strengthening Ghana-China bilateral relations and advancing Ghana’s economic transformation agenda through strategic investment and tourism promotion.

Dr Richmond Afotey Nii Okle currently serves as a lecturer and Head of the Mathematics Department at the Beanstalk International Bilingual School (BIBS) in Beijing, where he has earned a reputation for academic excellence and leadership. He has served as the Secretary to the National Democratic Congress (NDC) China Chapter since 2018, contributing significantly to the Ghanaian community abroad and promoting Ghana’s image on the international stage.

Dr Okle brings to this new role a wealth of experience in finance, investments, and international relations. He holds a Doctor of Philosophy (PhD) in Finance, a Master of Science degree in Finance and Investment, and a Bachelor of Arts degree in Mathematics and Statistics. A proud alumnus of Mfantsipim School, class of 2005, Dr Okle’s academic and professional achievements reflect his commitment to excellence, discipline, and service.

In his capacity as Head of Investment and Tourism, Dr Okle’s core mandate will be to drive Foreign Direct Investment (FDI) from China into Ghana’s key productive sectors in alignment with the government’s 24-hour economy initiative. His office will spearhead strategic engagements with Chinese companies, investors, and financial institutions to promote Ghana as a leading investment destination in Africa.

He is expected to focus on attracting investments in critical areas such as manufacturing, agriculture, renewable energy, technology, and infrastructure. As part of his duties, Dr Okle will actively promote opportunities within Ghana’s special economic zones, including the Ghana Free Zones Authority, and facilitate Public-Private Partnerships (PPPs) that can accelerate industrialization and job creation.

With bilateral trade between Ghana and China reaching a record $11.8 billion in 2024, Dr Okle’s role will be crucial in sustaining and expanding this partnership. He will coordinate and participate in high-level investment forums, business seminars, trade fairs, and roadshows across major Chinese cities to highlight Ghana’s economic potential and reforms aimed at creating a favorable business environment. These engagements will also serve to deepen corporate ties and foster trust between Ghanaian and Chinese business communities.

As a bridge between investors and government institutions, Dr Okle will serve as the primary liaison for Chinese businesses exploring opportunities in Ghana. He will ensure they receive accurate and timely information on investment regulations, incentives, and procedures. Furthermore, he will help address systemic challenges faced by investors through proactive engagement with relevant authorities in both countries to streamline administrative processes and facilitate smooth operations.

Dr Okle’s appointment also comes at a time when the Ghanaian government is implementing its ambitious $10 billion “Big Push” programme — a major initiative aimed at bridging Ghana’s infrastructure deficit in roads, railways, and energy. His strong network within China’s academic and business communities positions him to play a pivotal role in mobilizing capital and technical expertise from Chinese partners to support these national development priorities.

Beyond investment, Dr Okle will also oversee initiatives designed to boost tourism between Ghana and China. His office will collaborate with tourism boards, airlines, and hospitality stakeholders to promote Ghana’s tourism brand across China. This will include strengthening partnerships between Ghanaian hotels, tour operators, and transport companies and their Chinese counterparts, thereby improving the travel experience for visitors from China.

Dr Okle’s tourism strategy will spotlight Ghana’s historical and cultural attractions, including the Cape Coast and Elmina Castles, the Kwame Nkrumah Mausoleum, Kakum National Park, and Ghana’s colorful traditional festivals. By showcasing Ghana’s unique blend of heritage, culture, and natural beauty, his mission will be to position Ghana as the gateway to African tourism for Chinese travelers.

Moreover, Dr Okle is expected to leverage digital platforms and new media tools to enhance Ghana’s visibility within China’s vast tourism market. His focus on technology-driven promotion and partnership building is expected to increase tourist arrivals and strengthen people-to-people connections between the two nations.

In line with President Mahama’s broader foreign policy vision, this appointment reflects the administration’s intent to place highly qualified Ghanaians with global experience in key diplomatic positions. By combining his expertise in finance and education with his understanding of Chinese culture and business ecosystems, Dr Richmond Afotey Nii Okle is expected to play a transformative role in deepening Ghana-China relations.

His appointment has already been met with widespread commendation from Ghanaians both home and abroad, who view it as a testament to the President’s confidence in the capabilities of the youth and professionals in the diaspora. Many believe Dr Okle’s leadership will usher in a new era of economic diplomacy characterized by innovation, collaboration, and tangible results.

As Ghana continues to diversify its economy and attract strategic investments, the role of the Head of Investment and Tourism at the Embassy in Beijing becomes even more essential. With Dr Okle at the helm, the mission is poised to enhance Ghana’s economic presence in Asia and contribute significantly to the country’s sustainable development goals.

President Mahama’s decision to appoint a technocrat with a deep understanding of both Ghanaian and Chinese systems is a clear indication of his commitment to leveraging global expertise for national progress. Dr Richmond Afotey Nii Okle’s academic excellence, professional integrity, and vision for inclusive growth will undoubtedly strengthen Ghana’s diplomatic and economic footprint in China.

Through his dedication and strategic leadership, Ghana’s Embassy in Beijing is expected to play an increasingly active role in promoting investment and tourism, advancing mutual prosperity, and reinforcing the enduring friendship between Ghana and China.
