In a significant transition at the Bui Power Authority (BPA) Head Office in Accra, the outgoing Chief Executive Officer, Hon. Ing. Samuel Kofi Ahiave Dzamesi, officially introduced the newly appointed acting CEO, Ing. Kow Eduakwa Sam. This leadership change follows a directive from the President of the Republic of Ghana, John Dramani Mahama, marking a new chapter for the institution.
During the formal handover, Hon. Ing. Dzamesi took the opportunity to express his heartfelt appreciation to the management and staff of BPA for their unwavering support throughout his tenure. Reflecting on his leadership journey, which began on September 3, 2021, he recounted both the challenges and accomplishments that defined his time in office. He emphasized the importance of teamwork, professionalism, and dedication, noting that BPA’s achievements were the result of a collective effort.
Hon. Ing. Dzamesi also underscored the progress made under his leadership, including key energy projects, strategic policies, and innovations that have strengthened BPA’s position in the sector. He highlighted the Authority’s role in contributing to Ghana’s energy security and reaffirmed his belief that the future of BPA remains bright with the right leadership and strategic direction.
In his address, he expressed full confidence in the capabilities of Ing. Kow Eduakwa Sam, describing him as a highly skilled professional with extensive experience in the energy sector. He encouraged BPA’s staff and leadership team to extend their full support to Ing. Sam to ensure a seamless transition and continued progress for the Authority.
“I am delighted to hand over to Ing. Kow Eduakwa Sam, who brings a wealth of experience from the energy sector. I am confident that he will build on the foundation we have laid and take BPA to even greater heights,” Hon. Dzamesi stated.
Following his remarks, he formally presented his handover notes to Ing. Sam, marking the official transfer of leadership responsibilities.
In his acceptance speech, Ing. Kow Eduakwa Sam expressed his deep appreciation to His Excellency John Dramani Mahama and the Minister for Energy and Green Transition, Hon. John Abdulai Jinapor, for the trust reposed in him. He acknowledged the efforts and contributions of past CEOs in advancing BPA’s mandate and pledged to uphold the institution’s vision while driving innovation and sustainability.
“I bring to BPA a wealth of experience and a commitment to firm, fair, and proactive leadership. The power sector requires a high level of stakeholder consciousness, and I am determined to ensure that BPA remains responsive to the needs of all stakeholders,” Ing. Sam stated.
He emphasized his dedication to strengthening BPA’s strategic direction, ensuring operational efficiency, and exploring new energy solutions to meet Ghana’s growing power demands. He also assured the staff that he would foster a culture of teamwork and accountability, where every individual’s contribution is valued.
Beyond leadership, Ing. Sam placed strong emphasis on innovation and technology-driven solutions. He encouraged young professionals within the Authority to harness their creativity to drive BPA forward, stressing the importance of research and development in positioning the organization as a leader in Ghana’s energy sector.
“I see a lot of young talent here, and I encourage you to ignite your innovative spirit. Together, we can position BPA as a leader in the energy sector and a blessing to our nation, Ghana,” he added.
The management and staff of BPA extended their gratitude to Hon. Ing. Samuel Kofi Ahiave Dzamesi for his service and warmly welcomed Ing. Kow Eduakwa Sam as the new CEO, pledging their full support for his administration.
Ing. Kow Eduakwa Sam brings extensive experience and expertise to his new role, having built a distinguished career in the energy sector over the past 25 years. His background in Strategic Leadership, Project and Contract Management, Protection and Control Engineering, Control and Instrumentation Engineering, and Technical and Energy Auditing makes him well-equipped to lead BPA into the future.
He holds an MBA in Management Information Systems from the University of Ghana (2004) and a BSc in Electrical and Electronics Engineering from the Kwame Nkrumah University of Science and Technology (1998). Additionally, he has earned postgraduate certificates in Project/Investment Appraisal and Risk Management from Duke University (2012) and Power System Analysis from the University of Pennsylvania (2011).
Prior to his appointment, Ing. Sam served as the Head of Project Development at the Volta River Authority’s (VRA) Engineering Services Department, where he played a crucial role in identifying and developing bankable conventional and renewable energy projects, including solar and wind initiatives, to expand VRA’s power generation portfolio.
Under his leadership, notable projects such as the Lawra and Kaleo Solar PV projects were developed, as well as the innovative Floating Solar PV project, which is scheduled for implementation by the end of 2025. His strategic approach to energy development has been instrumental in advancing Ghana’s renewable energy sector.
Ing. Sam is also credited with the development of VRA’s Project Life Cycle (PLC) and project templates, which have standardized the planning and implementation of projects within the organization. His expertise in auditing and reviewing projects has ensured strict compliance with procurement and operational procedures, reinforcing efficiency and accountability within the sector.
Beyond his technical proficiency, Ing. Sam has demonstrated strong leadership qualities. He has acted as Director on multiple occasions in the absence of substantive Directors of the Technical Services and Engineering Services Departments at VRA, showcasing his ability to manage large-scale operations effectively.
As a member of the Ghana Institution of Engineers, Ing. Sam is dedicated to upholding the highest standards in engineering practice and energy development. His appointment as the acting CEO of BPA signals a commitment to excellence, innovation, and sustainability in Ghana’s power sector.
With his vast experience and visionary leadership, BPA is poised to navigate new frontiers in energy development under Ing. Kow Eduakwa Sam’s stewardship.
