Ex-CID Boss Criticizes Former IGP Dampare’s Leadership

The former Director-General of the Criminal Investigations Department (CID), Commissioner of Police (Retired) Bright Oduro, has strongly criticized the administration of Dr. George Akuffo Dampare, the former Inspector General of Police (IGP), citing concerns over his leadership style and its impact on the Ghana Police Service.

Speaking on The Big Issue on Channel One TV, Bright Oduro expressed disappointment with how the police force was managed under Dampare’s tenure. He pointed out that unlike his predecessors, Dampare’s leadership generated significant dissatisfaction among officers, leading to what he described as a period of discontent and uncertainty within the service.

Concerns Over Leadership Style

According to Bright Oduro, previous IGPs had successfully led the Ghana Police Service without drawing widespread criticism or internal unrest. However, he noted that Dampare’s approach to leadership created challenges that were not present in earlier administrations.

“The successive IGPs were doing very well, and there were no major complaints about them. We didn’t have so many concerns from officers, both serving and retired, until Dampare became IGP,” Oduro remarked.

He acknowledged that Dampare started his tenure on a promising note but later adopted a leadership style that did not sit well with many within the service.

“Initially, he started very well, but along the line, he decided to take a certain direction which didn’t go down well with the police service,” he added.

Unreceptive to Advice

The retired police commissioner further revealed that despite efforts by well-meaning individuals to offer guidance to Dampare on how to enhance his leadership, the former IGP was reportedly unwilling to accept counsel.

“There were people who tried to advise him, but he wouldn’t take it, and that led to so many question marks about the Dampare administration,” Oduro stated.

He argued that this attitude contributed to the growing unease among police officers and created an atmosphere of uncertainty within the service.

Impact on the Police Service

Oduro’s remarks highlight concerns that had been raised by many officers and stakeholders regarding the former IGP’s leadership. Some critics argue that Dampare’s administration introduced policies and decisions that were not in line with the expectations of officers and the overall structure of the police service.

Many believe that his leadership style led to a disconnect between the top hierarchy of the police service and the rank-and-file officers, affecting morale and overall efficiency.

Some officers reportedly felt sidelined and believed their voices were not being heard when key decisions were made. This, according to Oduro, created a work environment where officers were demoralized and uncertain about their future in the service.

Leadership Change and Restoration of Confidence

Following Dampare’s removal, Commissioner of Police Christian Tetteh Yohuno was appointed as the new Inspector General of Police. Many within the security service and the general public see this leadership change as a strategic move aimed at addressing the concerns raised during Dampare’s tenure.

Yohuno, who has extensive experience in policing, is expected to restore confidence within the ranks and bring a sense of stability to the Ghana Police Service. His appointment has been met with optimism, with stakeholders hopeful that his leadership will foster greater collaboration and transparency within the service.

According to security analysts, the transition in leadership presents an opportunity to address the grievances of officers and implement reforms that promote professionalism and efficiency within the police service. The new IGP is expected to engage officers at all levels, listen to their concerns, and create a more inclusive decision-making process.

Need for Strong Leadership in the Police Service

The controversy surrounding Dampare’s administration has reignited discussions about the kind of leadership required to manage the Ghana Police Service effectively. Experts emphasize the need for a leader who can balance discipline with effective communication, ensuring that officers feel valued and motivated to serve.

A well-functioning police service is crucial for maintaining law and order, and any leadership that creates internal division can negatively impact the force’s ability to perform its duties effectively. Oduro’s comments serve as a reminder that leadership within the security sector must be responsive to the needs and concerns of officers while maintaining the integrity of the service.

The Way Forward

As the new IGP assumes office, security experts suggest that open dialogue, accountability, and a strong commitment to improving working conditions within the police service should be prioritized. Officers must feel that they are part of the institution’s growth and decision-making process.

Additionally, there is a need for leadership that fosters unity, trust, and professionalism. The Ghana Police Service plays a vital role in national security, and its leadership must inspire confidence among both officers and the general public.

Many are hopeful that the recent changes in leadership will set the stage for positive transformation within the service, ensuring that it remains a strong and reliable institution committed to upholding law and order in the country.
